If you want cool summers and warm winters, anywhere in the Willamette Valley or on the Oregon coast will suit you. Unfortunately, the reason it's so green there is because it rains a lot in the winter.
It's just the opposite east of the Cascades - hot summers and bone-chilling winters, but not much precipitation.
