Travelocity or Orbitz offer very good rates, so does Priceline. With Priceline you are more committed.

If you have a credit card you can get on-line or call them and they will instantly reserve your room. If you don't you can have your bank direct debit your account, though the hotel and bank will need a little longer to organize this. The only other alternative is if you know somebody in the area of downtown Portland, they can reserve it for you and fix them with the cash later.
